AcplEffects has to do with GPU hardware acceleration of certain video effects, and perhaps the GUI display either. Do You have a supported video card? Is this card on an Avid certified driver? If You have an nVidia gaming card You have to disable GPU effects in the render settings, or use software acceleration instead of hardware OpenGL in the video

Welcome to the forums gal issar. Which format are You exporting to? I've found h.264 not being frame accurate.
